The Fund of Peumakmu Gampong

As we have known, the Government of Aceh with DPRA, Regent And Mayor,since 2009 would allocate the relief fund of Peumakmue Gampong ( BKPG) equal to Rp 1 quintilliun. Fund that have a source from APBA about Rp 100 million and APBK Rp 50 million ,totally almost 1 quintilliun is gave to 6.411 village in Aceh. This Program submitted by the governor of Aceh, Irwandi yusuf at the socialization event of The Financial Aid “Peumakmu Gampong” and The National of Enableness Society ( Self-Supporting- PNPM) in Anjong Mounmata, Pandapa.

BKPG would be managed by the government of village with society that utilized for the activity of village development like economic enableness of society and create employment in countryside and also will be managed transparently, accountable by entangling society participation fully since planning, execution, observation and also responsibility.

But the implementation of this program is not appropriate with its planning. Distribution the relief fund of peumakmu gampong is not run well. One of cause, guide of technical and guide of implementation is different between one regency and the other, even sub district. That difference namely the structure of budget device format for the substance of proposal requirement from each village.

Based to “Gerakan Aceh Anti Korupsi (Gerak)” monitoring , almost certainly the program will be fail, because, the realization of that program is very little, that effected by distribution fund which is impeded. In others side there is some basic problem for implementation of that program. Ie the weakness substance of planning and understanding the Sub district Facilitator that related with participative village planning method, because do not understand about the middle range of village development, like expectation which will be reached in the regulation of Aceh governor, Number 25 at 2009 about Guidance of BPKG management.

Fund of the BPKG program have started the since the beginning year 2009 and the proposal of first phase fund liquefaction have been planned last June. In the reality to date its realization still minim, only just gratuity. Though, time of budget realization to this program only two months again.

Of course, this matter generate concern of various party, inclusive from “Gerakan Aceh Anti Korupsi (Gerak)” and “forum Mintra Gampong (FMG)”. According to me, actually implementation of this program can be respected by related party ,doing by fully responsibility and controlling use of its fund. Irwandi Yusuf as governor have to evaluate performance of “Badan Pemberdayaan Masyarakat (BPM) Aceh and “Dinas Pengelolaan Keuangan dan Kekayaan Aceh (DPKKA)”. That Relief fund can used effectiveness which is really use for the operational of governance and village development, do not allocated or cut to cost of village peripheral. So, the effort of development in accelerate village self-supporting process, seen reality and enjoyed by all of society.
